started engine for first time today. trans. wont go in forward. atf fluid where it should be. disconneted control cables and moved lever by hand. goes into reverse but not in forward. nothing blocking movement of lever. do they check these before they send them out the door? help

engine is 16 horse beta... solenoid clicks but starter wont turn over.. oil is clear and fresh... fly wheel can be turned with no issues by hand.. stumped.. kinda of desperate this was to be a maiden voyage on a three year build
