Pressure testing heat exchanger stack tube O rings, how many lbs

Hi,

We have a Beta 38 hp motor.

We use a Stant radiator cap pressure tester to test for leaks. How many ponds of pressure to use?

I tried 12, the mechanic says only 3-4 pounds is necessary? 

We want to test when the engine is cold and coolant has been added after the stack tube has been replaced with new O rings.

We are testing for O ring leaks.

The engine has a 14 lb cap so it makes sense to test it to that pressure.
