Prop spec for bv1505?

I did my seatrial w/my new bv1505 38 hp and cannot get up past 3000 rpms. I suspect that the prop is limiting. The prop is 18" with pitch of 12. The vessel is a Mariner 36 cutter. I get to hull speed at 2200 to 2500 rpms and after that notice a lot of extraneous water type noise and note that the transom is lower than usual. Any suggestions on a better spec for the prop?

For the moment I will assume that you can reach 3,600 in neutral.
This is a classic case of more than enough power and too much propeller.
I need to know the transmission ratio and the type of propeller before I can give you any sizing help.

Trans ratio is 2.33' prop is stamped 18RH12. The vessel is two hours away at a slip. Here are two photos i shared with the supplier when specifying the engine/trans.

I suggest a 17"x10" three blade RH with 50% blade area ratio. I have found that the Michigan Wheel DJ355 or the MP3 propeller work well with my propeller calc program.
