Sometimes the transmissions are not drained at the factory. If you dipstick shows fluid at the correct level, I would believe it.
When you eventually get around to changing the ATF you will find that it takes very little to get to the correct level (200ml).

I am setting up a new Beta20 and it appears the transmission (TMC40) was shipped with fluid in it at proper level.

Am I correct or just reading the dipstick wrong?
