Our Beta 60 used to run around 90C, hitting 100 only when we had junk in the water inlet.
Now it is running at about 75C. (We are in 31C seawater in the tropics)
It did hit the high alarm (95C) in a (rare for us) run flat out in the Panama Canal, wher the water was warm bu actual termp unknown)
Seems very cool. Should we change the thermostat (it is 6 years old)

over cooling is usually the result of a thermostat stuck in the open position.
it is supposed to be closed until the engine reaches proper temperature, then opens. this is for efficiency of engine purposes
as running a cold engine results in more wear.
i would replace the thermostat, see if that fixes your problem, if not some further investigation maybe needed.
